The UK and US have secured a major trade agreement that will preserve no tariffs on UK medicine exports entering the American market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has pledged to increase expenditure on medicines through the NHS. This commitment ensures that tariffs on these key goods will stay at nothing for a period of three years.

This deal comes after recent threats to significantly raise tariffs on patented pharmaceutical products, with potential rates floated as high as 100%.

"This deal with the Britain strengthens the international landscape for new treatments and introduces much-needed fairness to U.S.–U.K. pharmaceutical trade," a release declared.

Trade Importance

Pharmaceuticals constitute one of the the United Kingdom's biggest exports to the US, which is by far the biggest destination for major UK drugmakers.

Export figures show that in the 12 months to the end of the third quarter, the UK sold pharmaceutical products valued at £11.1bn to the US. This value accounted for 17.4% of total UK exports in that span.

"This agreement secures jobs, boosts funding and facilitates the UK to become a international leader for life sciences," a government official stated.

Specific UK Commitments

The deal involves several notable pledges from the UK:

  • Revised Affordability Limit: The UK will lift the price threshold at which it judges new therapies to be unaffordable by a quarter.
  • Higher Drug Budget: There is a target to increase total public funding on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Payback Limit: The sum pharmaceutical firms must return to the NHS to stay within budget will be limited at fifteen percent. Last year, rebates exceeded twenty percent.

Industry Background

The deal follows a ongoing row between the pharmaceutical industry and the UK government over spending levels and approval rates.

These tensions were exacerbated by assertions that American customers were charged a premium for the equivalent treatments than patients in the Britain and the EU.

Recently, several significant pharmaceutical investments in the UK have been delayed or scrapped, while multi-billion-dollar investments have been announced toward projects in the United States.

One official acknowledged that the NHS had to invest a greater share on drugs, noting that its expenditure on drugs had decreased as a percentage of its total funding over the previous ten-year period.
